Assists the oversight budget analyst (analysis and reporting) by providing professional accounting and budget oversight of the Marine Corps Community Services (MCCS) Non Appropriate Funding Programs (NAF). Works collaboratively with Program and Support Managers and Finance Branch staff to research, analyze and resolve complex accounting, budgeting and financial management issues. Communicates with other staff to find team solutions and efficiencies in financial processes. Coordinates all decisions with all relevant parties prior to implementation to ensure managers are involved and engaged in the implementation of new processes and procedures.
Prepares financial analysis of all non-appropriate fund instruments (NAFIs) and their cost centers using financial statements, budgets, historical data and personal research. Researches, analyzes and provides routine and ad hoc reports that summarize NAF performance against budgets and historical years for program and support managers and MCCS staff. Works with MCCS leadership to develop Get Well plans to correct deficiencies. Performs internal financial review and special financial studies and analyzes as required.
Develops and maintains financial reports that allow program and support managers to monitor financial operations. Provides standard budget execution reports to program and support managers. Produces detailed financial analyzes that are useful in making management decisions. Recommend management actions when financial data shows emerging opportunities, unfavorable trends or deviations from published plans. Meet regularly with management and help formulate effective financial strategies; advises management in the analysis and interpretation of financial data for managerial decision-making; collaborates with managers at all levels and with the various sections of the General Directorate of Finance.
Compiles and submits routine and non-routine responses to management and senior headquarters data requests, which may include additional data calls, mid-year reviews, indirect support calculations, data validation execution, etc. Communicates and coordinates regularly with finance and program managers internal and external to Mr.
Provide world class customer service with an emphasis on courtesy. Assists clients and communicates in a positive and friendly manner. Take action to resolve issues quickly. Alerts the next-level supervisor or appropriate point of contact for assistance when issues arise. Observe safety rules and standards. Promptly reports to the immediate supervisor any danger observed in the workplace and any injury, occupational disease and / or material damage resulting from incidents in the workplace. Performs other related duties as assigned. This is a white collar position where it may be necessary to occasionally lift up to 20 lbs.
A bachelor’s degree in accounting or a related field appropriate to the work of the position AND three years of experience in the profession, or in a related field or field of work., OR an appropriate combination of education and experience that demonstrates possession equivalent knowledge and skills acquired in the above, OR appropriate experience which demonstrates that the candidate has acquired the knowledge, skills and abilities equivalent to those acquired in the above. Knowledge of generally accepted accounting principles, accounting theories, practices, methods and techniques to independently perform a variety of assignments and advise managers on accounting and financial matters Ability to apply budget formulation principles and practices and knowledge of the relationship between accounting and budget systems. Ability to use computers, electronic communications and spreadsheet analysis; analyze accounting systems or modify and adapt conventional accounting and analytical techniques and procedures to solve various accounting problems; in collecting, assembling, consolidating and analyzing financial data and in drawing conclusions and recommending improvements in work processes. Ability to communicate effectively orally and in writing, sufficient to prepare reports and advice, provide briefings on controversial or complex topics and build and maintain effective relationships and collaborate with various levels of management. Ability to resolve complex or controversial issues or problems and to provide advice and assistance on similarly difficult issues.
