Financial Analyst – FMS NF4 job with Marine Corps Community Services (MCCS)

Major tasks

Support the finance team by providing analysis and advice regarding process changes in accounting programs and financial systems for the implementation and any upgrades to the financial management system. Advises on the impact of system issues on accounting processes and procedures. Independently analyzes and evaluates continuous changes in program plans, systems and their effect on changes in accounting processes. Identifies issues and offers options for resolving issues. Interprets, modifies and adapts accounting and analytical techniques to resolve complex accounting issues and ongoing operational processing issues with financial impact.

Reviews processing between systems and recommends process changes when warranted. Develops accounting policies and may advise on the organization’s financial condition based on information from the system. Can create and / or analyze reports, review and reconcile financial information. Assists staff on accounting processes related to the implementation and upgrade of automated systems. May work with headquarters management information system staff on issues requiring technical and non-technical solutions related to systems software applications. May work with accounting staff at headquarters or in the field to resolve issues and recommend process improvements. May travel to perform duties and lead or attend conferences and meetings.

Plan, organize work and manage internal procedures and resources to ensure maximum productivity and savings. May prepare internal office financial plans and related records and reports. Regularly monitors programs and initiates corrective actions to ensure support for MCCS operational programs. Verifies supporting documentation for data validity related to automated processes in place to support financial and accounting policies and procedures applicable to Marine Corps community service activities.

Provides world class customer service with an emphasis on courtesy. Assists clients and communicates in a positive and friendly manner. Asks questions to determine, verify and resolve problems. Checks satisfaction with the quality of goods and services. Takes action to resolve issues quickly. Alerts the next-level supervisor or appropriate point of contact for assistance when issues arise.

Maintains and enforces the security of funds, merchandise, supplies and equipment to prevent or minimize the risk of fraud, waste and abuse.

Respects safety rules and standards. Uses all required safety equipment and observes safe work procedures. Promptly reports to the immediate supervisor any danger observed in the workplace and any injury, occupational disease and / or material damage resulting from incidents in the workplace.

This is a white collar position where it may be necessary to occasionally lift up to 20 lbs.


Bachelor’s degree from an accredited college or university in finance or a related field appropriate to the work of the position AND years of experience demonstrating in-depth knowledge of accounting / financial management principles, concepts, theories and techniques, OR an appropriate combination education and experience which demonstrates the possession of knowledge and skills equivalent to those acquired in the above, OR appropriate experience which demonstrates that the candidate has acquired the knowledge, skills and abilities equivalent to those acquired in this who is before. Extensive knowledge of how financial management practices fit into automated financial systems. Skills to analyze and evaluate changes in program plans, systems and funding, and their effect on changes in accounting processes. Ability to implement automated financial data processing procedures and controls to resolve systematic or operational issues. Working knowledge of software applications such as: Excel, Microsoft Word and PowerPoint. Experience with Oracle Financials and Hyperion Budget & Planning appreciated, but not required. Ability to communicate and deal effectively with various levels of staff, both orally and in writing. Ability to travel to perform duties outside of the week and regular working hours.
