Financial Analyst – FMS NF4 job with Marine Corps Community Services (MCCS)

Major Tasks

Support the finance team by providing analysis and advice regarding process changes in accounting programs and financial systems for implementation and any upgrades to the financial management system. Advises on the impact of system issues on accounting processes and procedures. Independently analyzes and evaluates ongoing changes in program plans, systems and their effect on accounting process changes. Identifies issues and provides options for resolving issues. Interprets, modifies and adapts accounting and analytical techniques to resolve complex accounting issues and ongoing operational processing issues with financial impact.

Reviews processing between systems and recommends process changes, as appropriate. Develops accounting policies and may advise on the organization’s financial condition based on system information. May create and/or analyze reports, review and reconcile financial information. Assists staff on accounting processes related to the implementation and upgrade of automated systems. May work with headquarters management information system staff on issues requiring technical and non-technical solutions related to systems software applications. May work with HQ or field accounting staff to resolve issues and recommend process improvements. May travel to perform duties and lead or attend conferences and meetings.

Plan, organize work and manage internal procedures and resources to ensure maximum productivity and savings. May prepare internal office financial plans and related records and reports. Regularly monitors programs and initiates corrective actions to ensure support of MCCS operating programs. Verifies documentation supporting the validity of data related to automated processes put in place to support financial and accounting policies and procedures applicable to Marine Corps Community Services activities.

Provides world class customer service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Verifies satisfaction on the quality of goods and services. Takes action to resolve issues quickly. Alerts the next level supervisor or appropriate point of contact for assistance in the event of a problem.

This is a white collar position where it may be necessary to occasionally lift up to 20 pounds.

Qualifications

Bachelor’s degree from an accredited college or university in finance or a related field appropriate to the work of the position AND years of experience demonstrating a thorough knowledge of accepted accounting/financial management principles, concepts, theories and techniques, OR a combination appropriate education and experience that demonstrates possession of knowledge and skills equivalent to those acquired in the above, OR appropriate experience that demonstrates that the candidate has acquired the knowledge, skills and abilities equivalent to those acquired in what precedes. Extensive knowledge of how financial management practices integrate with automated financial systems. Competence in analyzing and evaluating changes in program plans, systems and funding, and their effect on changes in accounting processes. Ability to implement automated financial data processing procedures and controls to resolve systematic or operational issues. Working knowledge of software applications such as: Excel, Microsoft Word and PowerPoint. Experience with Oracle Financials and Hyperion Budget & Planning preferred, but not required. Ability to communicate and deal effectively with various levels of staff, both orally and in writing. Ability to travel to perform duties outside of regular work week and hours.
